The user.css must be place inside the directory
media/templates/site/cassiopeia/css

Remember to clear cache also

Thank you for the answer. I'm new to Joomla so I don't know some things. I didn't clear the cache. The problem stemmed from this. No one showed this in the videos I watched. Thank you. Now it is working.
